Features: Implementing the strategy of building a talent-powered nation, pioneering a new chapter in the cause of socialism with Chinese characteristics, requires the development of a high-quality cadre team. Open selection and competitive appointments are not only significant achievements in the reform of cadre selection and appointment systems but also crucial measures for deepening such reforms. In July 2002, the Central Committee promulgated the "Regulations on the Selection and Appointment of Cadre Leaders," explicitly stating that competitive appointments are one of the methods for selecting and appointing cadre leaders, while also standardizing the scope and procedures for competitive appointments. Currently, the regions covered by open selection for cadre leaders have gradually expanded from coastal areas to inland regions, from local to central and national government agencies. The positions open to selection have evolved from deputy positions in government departments to principal positions, as well as candidates for appointed leadership roles and leaders in enterprises and institutions. The pool of candidates for open selection has expanded from within a region or system to the entire province, the entire country, and even overseas students. The number of cadre leaders selected through open selection has been increasing year by year. Competitive appointments have also been widely carried out nationwide. Practice has shown that open selection and competitive appointments are of profound and significant importance. They uphold open competition and survival of the fittest, transforming the traditional "Boluo selecting horses" into a "stadium selecting horses," thereby creating a mechanism and environment where outstanding talents can emerge. This has led to a surge in talent and a gathering of the best minds. It has opened the door to selecting and appointing personnel from society, breaking free from the constraints of regional, departmental, and institutional ownership, thereby providing broad space for cadres to showcase their talents. It has established a correct and healthy orientation in cadre selection and appointment, making it clear that political quality must be strong, and genuine expertise must be outstanding. Merely having expertise is insufficient if it cannot be effectively applied in practice or if significant achievements are not made. This serves as a strong incentive for young cadres to "study hard, work diligently, dare to innovate, and be selfless," enabling them to advance to leadership positions through their moral and intellectual qualities, work capabilities, and performance, rather than through connections, favoritism, or corrupt practices. A prominent feature of open selection and competitive appointments is the organic integration of examinations, democratic evaluations, and assessments, achieving a combination of qualitative and quantitative analysis, thereby enhancing the scientific level of cadre selection and appointment. Written exams and interviews are two critical components of open selection and competitive appointments. Written exams consist of public subject exams and professional subject exams. The content of public subject exams primarily includes politics, economics, law, management, science and technology, history, national strength, and document writing and processing, mainly assessing theoretical literacy, public knowledge, policy and legal proficiency, problem-solving skills, and written expression. The content of professional subject exams is determined based on the specific requirements of the position, primarily assessing professional knowledge, policy and legal proficiency, professional management capabilities, and other relevant skills required for the position. Interviews primarily test the alignment between candidates' leadership capabilities and personal traits and the requirements of the position, mainly assessing comprehensive analysis skills, verbal expression skills, organizational and coordination skills, and interpersonal communication skills.
