Chapters 1 and 2 analyze the definition and temporal and spatial characteristics of poverty, as well as its objectivity and subjectivity, and elaborate on the theories of poverty and anti-poverty. From perspectives such as individual competency theory, geopolitical economy theory, cultural formation theory, and political influence theory, the chapters explore poverty and evaluate the anti-poverty theories of Adam Smith, John Rawls, and Amartya Sen. Chapters 3 and 4 describe the phenomenon of poverty and analyze its causes, including the East-West gap, urban-rural gap, class gap, and the disparity between the poor and the rich. The author argues that China's issue of unbalanced development is very severe, which is rooted in historical reasons but primarily stems from the flaws of the long-term implementation of a catch-up economic development model.
Chapter 5 focuses on social analysis, exploring solutions to poverty in the social sphere from several angles, including natural pre-existing factors such as population, environment, gender, age, occupation, and origin, as well as cultural and social factors like education, healthcare, technological development, national defense, and social welfare levels. It analyzes their relationship with poverty. Chapter 6 delves deeper into political and government public management aspects, pointing out that poverty arises in market operations and that poverty alleviation is a responsibility the government must fulfill. It emphasizes the need to balance relationships between the central and local governments, as well as among local governments themselves, prioritize public finance, tax, and management reforms, and build a new type of government in line with international norms while adapting to China's realities. This approach aims to address the "three major disparities" in unbalanced development and resolve emerging issues within the development process.
The final chapter reflects on China's anti-poverty program and practices. By comparing the characteristics of two stages of economic development, it highly evaluates Deng Xiaoping's anti-poverty ideology. It argues that proposing the primary stage of socialism and prioritizing economic construction was a historic advancement.
