[Preface]
Plant quarantine is an important measure to prevent the spread of hazardous harmful organisms based on legal authority, combining administrative and technical means to protect the safety of agricultural and forestry production. Over more than a century of development, the regulations and technical measures of plant quarantine have been continuously improved. Especially in the past decade, with increasing international exchanges, countries have strengthened research to make plant quarantine measures and systems more refined, and mandatory quarantine systems during trade have been widely accepted by all nations. After China joined the WTO, foreign trade and exchanges have developed rapidly, and the quantity and scope of agricultural and sideline products and plant seedlings crossing borders or being transported domestically have been expanding, while the risk of introducing hazardous harmful organisms has also increased. At the same time, countries worldwide have imposed stricter requirements on quarantine, posing greater challenges to inspection and quarantine. To fully leverage the role of quarantine in promoting trade and reduce the impact of technical barriers on China's exports due to quarantine, China has intensified research on inspection and quarantine in recent years, adjusted relevant policies in a timely manner, and is currently revising related quarantine regulations to gradually align with international plant quarantine regulations, standards, and practices.
To promptly summarize the recent advancements in plant quarantine at home and abroad and meet the needs of workers in various levels of inspection and quarantine institutions, agricultural production, and foreign trade departments in China for knowledge and technology in plant inspection and quarantine, we have organized the writing of this book, Plant Quarantine Methods and Techniques, under the commission of Chemical Industry Press. The book consists of 10 chapters, introducing the basic theoretical knowledge and regulations of plant quarantine while focusing on specific procedures, quarantine supervision measures, disinfestation technologies, relevant regulations and operational procedures, quarantine inspection methods for various harmful organisms, and testing methods and key technical points for genetically modified plants and their products. This book was co-authored by some teachers from Huazhong Agricultural University who teach plant quarantine, as well as experts from the Chinese Academy of Inspection and Quarantine Sciences and the entry-exit inspection and quarantine bureaus of Ningbo, Hangzhou, Tianjin, and Hubei. Due to limited expertise, there may be omissions and errors in the book, and we sincerely welcome readers to provide valuable feedback! During the writing process, Professor Li Xiang from Huazhong Agricultural University offered many valuable suggestions and wrote Chapters 1 and 2, combining his over a decade of experience in teaching and research on plant quarantine. He also reviewed the entire manuscript, for which we express our deep gratitude!
