From the formulation and implementation of the first five-year plan in the early 1950s to the present, China has formulated and implemented ten five-year plans in more than half a century. Seriously reviewing and summarizing the education in formulating five-year plans and implementing macroeconomic management of the national economy is a task of great significance for improving China's socialist market economy theory and system. The history of China's formulation and implementation of five-year plans can be marked by the Third Plenary Session of the 11th Central Committee of the Communist Party of China in 1978, roughly dividing it into two periods: before and after the reform and opening-up. Correspondingly, the first to the fifth five-year plans were in the planned economy period, while the sixth to the tenth five-year plans were in the transition and market economy period. Studying and narrating these ten five-year plans naturally reflects the characteristics of these two periods.
This book starts with a wealth of first-hand materials and, after in-depth research, took more than three years to complete the manuscript. However, due to the 50-plus years being a period of unprecedented scale of development and transformation in China's economy and society, China has experienced the transition from a socialist planned economy to a socialist market economy. The economic system underwent drastic changes, the growth rate of the economy was extremely high, the scale of the shift of the population from traditional agriculture to non-agricultural industries was vast, and the pace of industrialization and modernization was unprecedented in Chinese history and rare in world history. Some issues are beyond our current scope and capabilities to accurately grasp, while others, due to occurring recently, are not yet clear.
