In 1994, China decided to establish a socialist market economy system and proposed at the Third Plenary Session of the 14th Party Congress to "formulate qualification standards and recruitment criteria for various professions, implementing a dual-credential system of academic diplomas and professional qualifications." In line with this requirement, the Ministry of Personnel, under the guidance of the State Council, made the establishment and promotion of professional and technical personnel qualification systems a key focus and an important part of deepening the reform of professional title systems.
