1. The legal norms included in this book consist of laws, regulations, and some rules, as well as legal normative interpretations.
2. The content of this book continues from The Legal Encyclopedia of the People's Republic of China (Volume 21), covering laws, regulations, rules, and legal normative interpretations issued by the National People's Congress and its Standing Committee, the State Council and its affiliated departments, the Supreme People's Court, and the Supreme People's Procuratorate from May to August 2004.
3. Before publication, due to various reasons, some regulations, rules, and judicial interpretations from 2004 (January–April) that were not included in The Legal Encyclopedia (Volume 21) have also been incorporated.
4. Within each section of the book, the arrangement follows the order: laws, regulations and rules, and legal normative interpretations. However, for the interpretation of a specific law or regulation, or for supplementary content related to a rule or legal normative interpretation, due to their close relevance, they are placed after the respective law, regulation, rule, or legal normative interpretation for easier reference.
5. Documents such as the President's Orders of the People's Republic of China, the State Council's Orders, and related notices issued for promulgating specific laws, regulations, rules, and legal normative interpretations are included only if they contain substantive legal provisions. Those without substantive legal provisions are excluded.
6. For the convenience of legal researchers to understand the overall development of China's legal system from a longitudinal perspective and for easy reference, a chronological index is appended at the end of the book.
