Features: To ensure that traffic management departments of public security organs determine the responsibility of parties involved in traffic accidents in accordance with law and correctly, guarantee the openness, fairness, and impartiality of traffic accident handling work, and safeguard the legitimate rights and interests of the parties, this standard is formulated in accordance with Article 68 of the "Beijing Implementation Measures for the 'Road Traffic Safety Law of the People's Republic of China'". Combining the practice of handling traffic accidents in this city, this standard includes: basic principles and methods for determining the responsibility of parties, classification of negligent acts, classification and combination of the responsibility of parties, and classification of traffic accidents based on negligent acts. This standard determines responsibility by listing the circumstances where one party is entirely responsible for the negligence; when determining the responsibility of parties, the first determination of responsibility shall be applied in priority; only one party with the negligent acts listed in the first determination of responsibility shall be determined as entirely responsible; if both parties simultaneously have the negligent acts listed in the first determination of responsibility, both parties shall be determined as equally responsible.
