Features: The Central Committee of the Communist Party of China issued the "Regulations on the Selection and Appointment of Party and Government Leaders" to standardize the procedures for selecting and appointing cadres, improve the quality of cadre selection and appointment, strengthen the construction of leading bodies, and curb unfair practices and corruption in personnel management. The Regulations state that open selection and competitive promotion are among the methods for selecting and appointing Party and government leaders. Open selection is conducted publicly, while competitive promotion is carried out within the unit or system. Open selection generally involves two procedures: written exams and interviews. First, candidates take a written exam, and then the highest-scoring candidates among those who pass the written exam are selected for interviews. Finally, qualified personnel are recruited based on a combination of their written and interview scores. Competitive promotion, on the other hand, typically involves direct recruitment of qualified personnel through presentations and defenses within the unit or system.
