Features: The 15th Plenary Session of the 5th Central Committee believed that development is the hard truth and the key to solving all problems in China. The 16th Plenary Session, while emphasizing the importance of development as the hard truth, further proposed that it is necessary to firmly adhere to the overall guidance of the Scientific Outlook on Development, prioritize people-centered development, transform development concepts, innovate development models, improve development quality, and firmly shift economic and social development onto a comprehensive, coordinated, and sustainable track. This is the five-year plan formulated by the new central leadership collective. China's National Policies Report covers economic turning points, social restructuring, urban shifts, and rural transformation, as China enters a new round of competition amid the changing social context. Scientific development, people-centered approach, harmonious society, and a moderately prosperous society in all respects mark the new era of institutional innovation under the reform and opening-up. This report is a non-confidential summary of the interim results of research on China's national policies, national conditions, and national strength. The study fully takes into account the series of changes that have occurred since China's economy and society entered a new strategic critical period, conducts an in-depth analysis of cyclical and regular content, and, based on this, systematically organizes policy viewpoints and data involved in the fully launched 11th Five-Year Plan. Related findings will continue to be released.
