Features: The series of teaching materials for the Master of Laws (JM) professional degree graduate education (abbreviated as JM education) will gradually be introduced to the public. This series of textbooks embodies the research achievements of nearly 100 renowned scholars and professors from various law schools and research institutions across the country. It is a uniquely structured textbook with scientific, cutting-edge, and applicable content. The Master of Laws (JM) professional degree program was approved by the State Council Academic Degrees Committee at its 13th meeting in April 1995 and began pilot recruitment in eight universities in 1996: Renmin University of China, Peking University, China University of Political Science and Law, University of International Business and Economics, Jilin University, Wuhan University, Southwest University of Political Science and Law, and East China University of Political Science and Law. A total of 539 students were enrolled in that year. The establishment and pilot program of the JM degree marked the birth of China's applied higher legal talent education system. With the continuous development of the nation's economy, society, and democratic rule of law, especially the strategy proposed at the 15th National Congress of the Communist Party of China to govern the country according to law and build a socialist rule-of-law state, the demand for high-level applied legal talents has grown significantly, leading to the rapid development of JM education. The number of pilot institutions increased, reaching 28 by the end of 1998 (Renmin University of China, Peking University, Tsinghua University, China University of Political Science and Law, University of International Business and Economics, Jilin University, Wuhan University, Southwest University of Political Science and Law, East China University of Political Science and Law, Nanjing University, Sun Yat-sen University, Xiamen University, Central South University of Political Science and Law, Northwest University of Political Science and Law, Fudan University, Zhejiang University, Shandong University, Nankai University, Lanzhou University, Shanxi University, Sichuan University, Soochow University, Anhui University, Zhengzhou University, Heilongjiang University, Liaoning University, Yunnan University, and Xiangtan University). Enrollment expanded, reaching 11,902 by the end of 2001, including 6,433 law master's students and 5,469 working professionals pursuing the JM degree. JM education has become a vital channel for China to cultivate high-level, interdisciplinary, and practical legal professionals.
After China joined the WTO, it vigorously developed the market economy, built a socialist democratic political system, fully implemented the strategy of governing the country according to law, accelerated judicial system reform, and worked to build a rule-of-law state. There is an urgent need for a large number of high-level applied legal talents. The establishment and implementation of a unified judicial examination system will further strengthen the integration of legal education and jurisprudence education, promote the unified development of legal discipline education and legal vocational education, and expand the scope and scale of JM education pilot programs.
Against this backdrop, to properly guide the healthy development of JM education, standardize teaching requirements, ensure training standards, and improve training quality, the National Advisory Committee on Master of Laws (JM) Graduate Education, based on the spirit of the 1998 Wuhan Conference and the "Guiding Program for Master of Laws (JM) Graduate Education," decided to organize scholars, professors, and experts from law schools, research institutions, political and legal departments, and other relevant organizations to compile teaching materials for JM education.
This series of teaching materials adopts a new editorial format:
First, it does not overly emphasize the completeness and systematic nature of disciplines but divides them into several thematic modules based on teaching needs, focusing on core issues of each discipline. Each module covers related fundamental theories, knowledge, problems, and methods, with an emphasis on teaching methods and skill training.
Second, it fully reflects new judicial practices and cutting-edge disciplinary issues, timely incorporating new research findings, legal norms, judicial interpretations, academic trends, and development directions.
Third, through careful summarization, organization, generalization, standardization, and refinement, it demonstrates the logical and systematic nature of the discipline, offering high added value.
This series of textbooks aims to enable learners to, through research-based learning, understand and master the current state and fundamental challenges of various legal disciplines, placing them at the forefront of their respective fields. Based on existing research achievements, learners will directly confront new practices, explorations, and challenges.
This series is suitable for JM graduate education and working professionals pursuing the JM degree, as well as for other law graduate education programs and legal practitioners. These teaching materials will also serve as the basis for the National Advisory Committee on Master of Laws (JM) Graduate Education to conduct teaching evaluations, inspections, teacher training, and teaching exchanges.
