Based on the conclusions of this book, a series of policy recommendations are proposed, including: establishing a scientific development outlook and coordinating regional economic development; cultivating market entities and promoting factor mobility; establishing a public finance system and standardizing intergovernmental transfer payment mechanisms; regulating local government behavior and promoting resource mobility; and advancing democratic and legal system construction to move toward political civilization, covering five major aspects.
