Features: This book is the second in the series of case studies on innovative practices of Chinese local governments, one of the key outcomes of the research project "Reform and Innovation of Chinese Local Governments." Since 2000, the Research Center for Comparative Politics and Economics of the Central Compilation and Translation Bureau, the Research Center for Comparative Studies of World Political Parties of the Party School of the Central Committee of the Communist Party of China, and the Research Center for Government Innovation of Peking University have jointly launched the "China Local Government Innovation Award" every two years. From hundreds of innovative projects at various levels of local government, the National Expert Committee and the National Selection Committee select 10 winning projects and several encouraging projects based on strict evaluation criteria and scientific review procedures. These winning projects typically reflect the new achievements of local governments at all levels in promoting innovation in government management systems, building a socialist political civilization, and advancing socialist democratic politics. They not only have great promotional value but also high research and teaching value. According to the plan of the overall project, immediately after the selection of each "China Local Government Innovation Award," the research team begins to conduct follow-up case studies on the winning projects, writing relevant case study reports, which are published every two years in a series of books titled "Peking University Studies on Government Innovation." The China Local Government Innovation Case Study Report summarizes and theoretically synthesizes the experiences and theories of outstanding innovative projects by local governments. It can serve as basic material for promotional and academic research, as well as a reference textbook for cadre training and case teaching in Party schools and universities.
