Features: Administrative law is the law concerning administration, which regulates the organization and functions of administrative agencies. It is one of the departmental laws based on the constitution. In terms of its basic content, it can be said, to some extent, that administrative law is a part of the constitution, specifically the dynamic part of the constitution; conversely, the constitution serves as the theoretical foundation for administrative law. Therefore, as an attempt, the two are compiled together, and this book is titled "Comparative Constitution and Administrative Law." This approach has almost become a common requirement among scholars and publishers in Western countries, particularly in the United Kingdom and the United States, over the past few years. The purpose of publishing this book is to meet the urgent need of a broad readership in China for such literature. Thus, we hope readers will provide constructive criticism and suggestions on both the system and content of this book, so that it can be revised and supplemented for future editions. This book was written by the author while teaching "Foreign Constitution" and "Comparative Administrative Law" at the Law Department of Peking University over the past two or three years. In the process of teaching these courses, the author has been fortunate to receive constant support and assistance from the students. Among them, Li Keqiang, Wang Shaoguang, Wang Jianping, Chen Xingliang, Jiang Ming'an, Tao Jingzhou, and Zhang Laiming have all helped the author edit the manuscript, dedicating significant time and effort to ensure the book's timely publication and the reduction of errors.
