[Preface] The ecological environment serves as the carrier and foundation for socio-economic development. Without a sound ecological environment, no development is possible. Ecological environment security refers to a state of benign ecosystem cycles, harmonious coexistence between humans and nature, and coordinated development of economy, society, and environment. Around the relationship between ecological environment and security, countries such as the United States, the United Kingdom, Germany, and Canada, as well as international organizations like NATO, the EU, and the UN, have conducted extensive research, achieving certain results. China also places great importance on ecological environment security. In 1996, Comrade Jiang Zemin issued an important directive, "Ensure Environmental Security," emphasizing that environmental protection is a strategic issue of far-reaching significance for China's long-term development, which should be treated as a major task for strengthening the nation and improving people's livelihood. Comrade Hu Jintao stressed that, "Environmental protection work must focus on ensuring people have access to clean water, breathe clean air, and eat safe food, and live and work in a good environment." Ecological environment security directly relates to economic and social security, as well as the cause of socialist modernization. Implementing a strategy to safeguard ecological environment security is a major choice for socio-economic development and environmental protection. Adhering to the Scientific Outlook on Development, building a moderately prosperous society in all respects, and constructing a harmonious socialist society place higher demands on environmental protection. The communique of the 16th Plenary Session of the 6th Central Committee of the Communist Party of China proposed, "We must firmly adhere to the Scientific Outlook on Development as the guiding principle for the overall socio-economic development, prioritize people-centered development, transform development concepts, innovate development models, and improve development quality, ensuring that socio-economic development shifts to a track of comprehensive, coordinated, and sustainable development." "We must accelerate the construction of a resource-conserving and environment-friendly society, vigorously develop a circular economy, strengthen environmental protection efforts, effectively protect natural ecosystems, and address prominent environmental issues that affect socio-economic development and severely harm public health. We must advocate resource-saving growth models and healthy, civilized consumption patterns in the entire society." During the "11th Five-Year Plan" period, environmental protection will become an important aspect of promoting the transformation of economic growth models and optimizing the economic structure. In recent years, Shandong Province has made efforts to deepen reforms, expand opening-up, and achieve rapid socio-economic development, marking a historic leap. The province's environmental protection work has centered on economic development, actively implementing the basic policies of protecting the environment and conserving resources, adopting the strategy of sustainable development, continuously strengthening environmental pollution control and ecological environment construction. While maintaining rapid economic growth, the trend of worsening pollution and ecological degradation has been reversed. However, with the acceleration of industrialization, urbanization, and internationalization, ecological, environmental, and resource constraints on socio-economic development have become increasingly significant. The situation of "increasing pollution and wasting resources," where ecological environments are "partially treated while partially degraded," has yet to be fundamentally reversed, and some issues remain prominent, affecting economic development, social stability, public health, and the province's international image. Ensuring ecological environment security is key to achieving comprehensive, coordinated, and sustainable socio-economic development. To promote the continuous and rapid development of Shandong's economy and society, the Shandong Provincial Committee of the Communist Party of China and the Provincial People's Government have made the strategic decision to build a "Safe Shandong," aiming to transform Shandong into one of the most stable and secure regions in the country within three years. Ecological environment security is an important component of building a "Safe Shandong," serving as a foundation for maintaining social stability and ensuring the well-being of the people. The "Shandong Ecological Province Construction Program Outline" proposes that the construction of an ecological province must be guided by the Scientific Outlook on Development, focusing on building an ecological economic system, a sustainable resource security system, an ecological environment system, an human settlement system, a safety system, and an ecological culture system, thereby comprehensively developing an ecological civilization.
In September 2003, in line with the practical needs of ecological province construction, we analyzed the current situation of Shandong's socio-economic and environmental development and proposed the issue of ensuring ecological environment security. This was later selected as a research project under the Shandong Provincial Environmental Protection Science and Technology Program, and a research team was established. Through extensive research and in-depth analysis, we explored the connotations and characteristics of ecological environment security, with a focus on analyzing current major issues at the strategic level of ensuring Shandong's ecological environment security, including energy and environmental security, water environmental security, atmospheric environmental security, biosafety, nuclear safety and radiological environmental security, hazardous waste safety, and indoor environmental safety. We predicted future trends and proposed countermeasures to ensure ecological environment security and promote coordinated economic, social, and environmental development. After completing this research, we submitted the report to the Shandong Provincial Committee of the Communist Party of China and the Provincial People's Government in December 2004. Comrade Gao Xinting, Deputy Secretary of the Provincial Committee, commented: "The report is excellent, providing facts, analysis, and insights, making it highly valuable. Ecological environment security is a very important issue, closely related to the construction of a 'Safe Shandong' and an essential part of building a harmonious socialist society. Please ask the Provincial Safe Shandong Office to further summarize and study this issue, incorporating it into the construction of 'Safe Shandong' and proposing relevant requirements. Please also ask the Provincial Committee's 'Harmonious Society Research Group' to include this as a key component in the overall requirements of the Provincial Committee and Government, making specific arrangements." Deputy Governor Zhao Kechi also commented: "The common foundation of all civilizations in the world is ecological civilization. Currently, ecology and environment have become essential factors in people's quality of life and health. Focusing on ecological environment security is a concrete embodiment of implementing the Scientific Outlook on Development and a necessary requirement for accelerating the construction of an ecological province. Conducting this research is highly meaningful. The report combines theoretical analysis with empirical research, clarifies the specific contents of ecological environment security, analyzes the issues facing Shandong's ecological environment security, and proposes countermeasures, making it highly targeted and instructive. I hope relevant departments will use this as a reference in the construction of the ecological province."
