Features: From the perspective of the total social wealth of China, the country is fully capable of supporting the basic living needs of all its citizens during life's hardships. Social security is clearly more efficient than individual and family support, but why has China not established a social security system that covers all its citizens, at least the majority of them? Why has China's rural social security system at one time been lacking or unsustainable? What approach should China adopt to address the survival needs of those who require social security during life's hardships? This is the research topic of this book. A series of viewpoints and policy recommendations on the construction of social security systems are woven throughout: comparing and evaluating the current urban and rural social security systems in China. How did the vast differences between urban and rural social security systems come about? Based on relevant mathematical theories and economic theories, as well as the practical needs of China's urban and rural economic and social development, this book analyzes the necessity of building a rural social security system. Part of the book focuses on solving three major challenges of rural health insurance systems: funding, determining the level of benefits, and selecting management systems. It examines how to establish cooperative health insurance systems in areas with political and economic conditions that can support them, and low-level health protection systems like cooperative medical care in areas with lower economic levels, ultimately forming a rural community health security system that can be connected with the urban community-based health insurance system. Another part of the book primarily analyzes the necessity of establishing an old-age insurance system for landless farmers, commercial operations, and urban-rural integrated models. The book compares and evaluates the current urban and rural social security systems in China, analyzing the evolution of the rural social security system from the perspective of institutional change.
