Features: This book is the research outcome of the Key Project of the National Social Science Fund for 2002, jointly completed by the Department of Education, Science and Culture of the Ministry of Finance, the Department of Finance of the Ministry of Education, and the Public Policy Research Center of Shanghai University of Finance and Economics. Chapter 3: Exploring the mechanisms and systems for rural education from the perspectives of institutional economics and public finance principles;
Chapter 4: Examining the compulsory education transfer payment systems of six other countries.
Chapters 5 and 6: Starting from the general theory of fiscal transfer payments and combining the characteristics of rural compulsory education, they conduct research on transfer payment models and systems.
Chapter 7: Based on the six medium- and long-term policies proposed earlier, this chapter studies the practical policies for the "package" reform of rural compulsory education.
