It first elaborates on the changes and trends in the domestic and international macro operating environment, then gives an overview of the development status of SMEs, and further analyzes the financial, production, and operational cost conditions of SMEs in detail.

This part is divided into four sections:

4. Development of SME clusters
Part III: International Perspective
This part introduces the policy systems and successful experiences of SME development in foreign countries. It covers four representative countries or regions: the United States, the European Union, Japan, and South Korea.

This part reviews and summarizes relevant policies and regulations for Chinese SMEs, interprets specific provisions of the Small and Medium-sized Enterprises Promotion Law, and looks ahead to the opportunities and challenges faced by SME development.
