Features: In the 1990s, a prominent feature of talent research was the shift toward applied innovation. The Human Capital Theory that emerged in foreign countries in the 1950s and 1960s can, in a sense, also be considered an important field of talent research. In the new century and new stage, the new technological revolution is accelerating, and the era of the knowledge economy is arriving. Many new talent phenomena and management issues need to be studied and summarized, and new practices in talent growth and talent resource development also need theoretical generalization. Especially with the implementation of the spirit of the National Talent Work Conference and the comprehensive implementation of the Talent Power Strategy, new approaches and layouts for talent work need in-depth research, the environment and patterns of talent growth need further exploration, and the scientific and institutionalized management of talent needs further improvement. The new framework of Party leadership in talent work needs to be enriched and refined in practice, and a series of new perspectives in talent theory need to be elaborated and developed. We must adhere to Deng Xiaoping Theory and the Important Thought of "Three Represents," carry forward the spirit of keeping pace with the times, and continuously expand new fields and horizons in talent theory research, making due contributions to building a Chinese characteristic Marxist talent theory.
