Features: Rivers have nurtured human civilization, but in the process of development, humans have caused harm to rivers and paid the price for it. For a period of time, the main channel of the Yellow River has been silted up and shrinking, with increasingly severe issues such as the "Second-Level Hanging River" situation, sharp conflicts between water supply and demand, and aggravated water pollution. All these reflect the survival crisis of the Yellow River. Therefore, the author proposes that the ultimate goal of Yellow River governance is to maintain its healthy life, and accordingly establishes the "1493" river management system. Additionally, the paper elaborates on different modes of water and sediment regulation, the control, utilization, and shaping of Yellow River floods, the "three defense lines" for coarse sediment control, the construction of the Yellow River water and sediment regulation system, and the governance of the lower reaches of the Yellow River.
