Chapter 4 elaborates on the basic theories and essential elements of irrigation and drainage services. It discusses the key factors and considerations that must be taken into account in the formation of service standards, as well as the different types of accountability standards and the operational mechanisms required to ensure service direction. Chapter 5 explains the important relationship between service levels, the necessary management inputs for hydraulic control, and service standards. Various types of flow control concepts and their associated operational requirements are discussed. This chapter provides a foundation for establishing the connection between service standards and service costs. Chapter 6 provides a foundation for the sustainable management of irrigation and drainage facilities. This approach aims to provide a set of methods for irrigation and drainage organizations to determine actual irrigation costs, and it also discusses in detail the methods and frameworks for property management. Chapter 7 discusses the evaluation of irrigation systems as a closely linked management framework. Through the evaluation of organizational management linked to services, it provides a comprehensive review of the internal and external implementation of management organizations. Chapter 8 summarizes the potential and opportunities for development, introducing the challenges faced by many irrigation systems as a collective reflection. This chapter emphasizes that service-oriented management cannot be viewed in isolation but should be seen in the broader context of water resource utilization and management. The format of the material presented in this book includes tables, figures, and flowcharts. Tables and figures are used to assist in explaining concepts and principles, while flowcharts are primarily used to provide examples of the structure of actual irrigation and drainage systems and to illustrate key principles.
