Features: The promulgation and implementation of the "Civil Service Law of the People's Republic of China" mark a new and extremely important era of rule of law in the management of civil servants and the establishment of a government under the rule of law in China. The "Civil Service Law of the People's Republic of China" has legally established the new civil service management systems that have been promoted in recent years in the reform of national civil service systems, such as advancing equal competition and recruitment of civil servants, broadening the scope of application for contractual civil servants and strengthening regulations, competitive appointments for leading cadres, resignation for cause, job rotation, and post (post refers to the avoidance of conflicts of interest in positions). It has included all types of national civil servants in the scope of civil service management, solving the long-standing issue of some national public officials lacking legal regulation. To facilitate in-depth study, publicity, and implementation of this important law, and to help a broad range of civil servants and civil service management institutions correctly understand the spirit and essence of the law as well as the practical operations of various civil service management systems, we have compiled the book "A Concise Tutorial on the Civil Service Law." The authors of this book are teaching, administrative, and research personnel from the National School of Administration, local Party schools, administrative colleges, and the Renmin University of China, who have for many years studied civil service legal systems, followed the progress of civil service system reforms, and participated in multiple discussions on drafts of the Civil Service Law. "A Concise Tutorial on the Civil Service Law" is primarily used as a basic textbook for training on the new Civil Service Law in various levels of Party schools, administrative colleges, and other training institutions for new civil servants.
