The compilation and publication of the "China Integrity Culture Series" are the fruits of "comprehensive publicity and education" against corruption and integrity. Comrade Hu Jintao’s important speech at the Third Plenary Session of the Central Commission for Discipline Inspection pointed out: "Ideological and moral education is a social systematic project that requires coordinated efforts from all parties." "Comprehensive measures should be adopted to strive to form a strong in anti-corruption and integrity education, promoting the in-depth development of this work." Currently, to advance the work of anti-corruption and integrity publicity and education, it is necessary to establish a leadership system and working mechanism with unified leadership by the Party committees, organizational coordination by the disciplinary inspection commissions, close cooperation and full play to strengths by relevant departments, and active participation by the masses through various forms.
The compilation of the "China Integrity Culture Series" has always received high attention from leaders of the Zhejiang Provincial Committee, the Provincial Commission for Discipline Inspection, the Ningbo Municipal Committee, and the Municipal Commission for Discipline Inspection. They conducted research, provided ideas, and issued directives, dedicating significant effort to anti-corruption and integrity publicity and education carried out through integrity culture as a carrier. This is the key to the success of the series. During the compilation process, the Yinzhou District Committee and the District Commission for Discipline Inspection focused on mobilizing and leveraging the strengths of various social forces, actively seeking support, assistance, and participation from organizations such as the China Folk Literature and Art Association, the China Association of Artists, the China Discipline Inspection and Anti-Corruption Daily, as well as universities like Ningbo University and East China Normal University, and well-known figures and the general masses. Through persistent efforts, the series was completed. Among them, "Integrity Theory" was compiled by selecting outstanding works reviewed by experts from a national calligraphy competition organized by the China Discipline Inspection and Anti-Corruption Daily and the Yinzhou District Committee. "Integrity Officials" was written based on the research and verification by professors from the History Department of Ningbo University and East China Normal University, featuring the deeds of honest and incorruptible officials in Chinese history. "Integrity Stories" was compiled by selecting outstanding works from a national calligraphy competition organized by the Yinzhou District Committee and the China Folk Literature and Art Association. "Integrity Cartoons" was compiled by selecting outstanding works from a national calligraphy competition organized by the Yinzhou District Committee and the China Association of Artists. It can be said that the compilation and publication of the "China Integrity Culture Series" are a product of "comprehensive publicity and education" against corruption and integrity, fully demonstrating the power of the "comprehensive publicity and education" framework.
Compiling the "China Integrity Culture Series" is a beneficial exploration of methods for anti-corruption and integrity publicity and education. The series integrates theoretical articles, integrity figures, sayings, integrity stories, cartoons, and other forms, featuring both historical records of integrity from ancient times and lessons from the past for the present, providing enlightenment. It includes insights from experts and scholars, reflects the wishes of the people, possesses a certain theoretical depth, and is vivid and engaging, achieving unity in content and form. Comrade Hu Jintao’s speech at the Third Plenary Session of the Central Commission for Discipline Inspection pointed out: "It is necessary to study the laws of ideological and moral education in depth, further improve educational methods, and enhance the targeting and effectiveness of education. We must focus on making ideological and moral education more the ideological and work realities of those being educated, ensuring it is emotionally resonant, rational, impactful, and truly effective." All disciplinary inspection and anti-corruption bodies at all levels must emphasize bold exploration, adhere to innovation while inheriting traditions, and continuously explore effective methods in the practice of anti-corruption and integrity publicity and education, summarizing and forming theories and articles, making the abstract concrete, the soft hard, and the virtual real, forming tangible results. Education should be embedded in reason, culture, entertainment, and various beneficial activities, continuously enhancing the appeal and impact of publicity and education.
Currently, disciplinary inspection and anti-corruption bodies at all levels are thoroughly implementing Comrade Hu Jintao’s important speech at the Third Plenary Session of the Central Commission for Discipline Inspection and Comrade Wu Guanzheng’s work report, with all anti-corruption and integrity construction and anti-corruption work progressing smoothly, showing a positive development trend. The National Conference on Discipline Inspection and Anti-Corruption Publicity and Education implemented the spirit of the Third Plenary Session of the Central Commission for Discipline Inspection, making arrangements for the year’s anti-corruption and integrity publicity and education work. All disciplinary inspection commissions at all levels attach great importance to this, conscientiously conveying and implementing it, and publicity and education work has shown encouraging progress. All disciplinary inspection and anti-corruption bodies must carry forward the spirit of truth-seeking and pragmatism, continuously striving to establish a sound system of punishment and prevention of corruption that emphasizes education, systems, and supervision; to strengthen the ideological defense line against corruption and change for cadres and officials; to seek the laws of publicity and education work in the new situation and enhance its effectiveness; to understand the ideological realities and characteristics of cadres and officials and enhance the appeal and impact of publicity and education; and to seek the truth of "comprehensive publicity and education" against corruption and integrity and strive to form the overall strength of publicity and education work. We must adapt to the positive development of anti-corruption work, seize the opportunity, ride the wave, work solidly, and create a new situation for anti-corruption and integrity publicity and education.
