Compilation Notes
In April 2003, to comprehensively reflect the development status of China's construction industry at the beginning of the 21st century, the Department of Quality and Safety Supervision and Industry Development of the Ministry of Construction and the Research Center of Policies of the Ministry of Construction organized a group of industry experts to compile the "Research Report on the Reform and Development of China's Construction Industry." This achievement received widespread attention and acclaim from the industry. To dynamically reflect the process of industry development and reform and to study and explore the future development direction of the industry, we attempted to continuously update and publish the "Research Report on the Reform and Development of China's Construction Industry." After nearly a year of hard work by all editorial committee members and experts, the "Research Report on the Reform and Development of China's Construction Industry (2005)" was finally launched. This issue of the report has the following characteristics:
1. Compiled around the set theme. The theme of this report is "Changes in Market Conditions and Corporate Transformation." In the rapidly changing international and domestic context, analyze the main factors influencing changes in the construction market and study the measures that enterprises have taken and will take to respond to these changes, as well as corresponding reforms in corporate systems, organization, and management.
2. Taking a broad definition of engineering construction activities as the object. The construction industry and survey and design industry are two fields that are closely interconnected but belong to different industrial classifications. To comprehensively reflect the situation of China's construction industry, this report elaborates on the construction industry in a broad sense, including the construction industry, survey and design industry, and related industries. In the corresponding chapters, "construction industry" and "survey and design industry" are examined separately. Based on this, a comprehensive review, outlook, and study of the construction industry, survey and design consulting industry, and other related industries are carried out.
3. Based on existing research findings. Using research findings as the foundation is also one of the guiding principles in the compilation of this report. The report uses some research projects organized by the Department of Quality and Safety Supervision and Industry Development, the Department of Construction Market Management of the Ministry of Construction, completed by institutions such as the Research Center of Policies of the Ministry of Construction, Tsinghua University, and the Development Company of China State Construction Engineering (CSCEC), as well as a series of research findings completed by institutions such as Tongji University Architectural Design and Research Institute, China United Engineering Company, and Xi'an University of Architecture and Technology as the basic material for compilation.
4. Fully absorb the latest research findings and adopt some of the latest research findings published in journals such as "Construction Economy," "Construction," "China Construction News," and "Construction Times." When citing research findings, the author's name and publication year are stated, and thanks are also extended to the relevant media and authors.
5. Continue to use some of the findings from the "Research Report on the Reform and Development of China's Construction Industry (2003)." Since the 2003 report was not officially published, some valuable viewpoints from that report are still adopted. Due to the tight schedule and the large workload, there may inevitably be some omissions and imperfections in the compilation process. We sincerely ask the readers to point them out.
