Features: The 16th Plenary Session of the Communist Party of China (CPC) was held in Beijing from October 8 to 11, 2005. The plenary session adopted the "Proposal of the CPC Central Committee on Formulating the 11th Five-Year Plan for National Economic and Social Development." Standing at a new historical height and from a strategic overall perspective, the "Proposal" outlined a grand blueprint for China's economic and social development in the second five-year period of the new century. The plenary session emphasized: We must firmly adhere to the overall guidance of the Scientific Outlook on Development in economic and social development, uphold people-centered development, transform development concepts, innovate development models, improve development quality, and firmly shift economic and social development onto a track of comprehensive, coordinated, and sustainable growth. The 11th Five-Year Plan period is a crucial time for comprehensively building a moderately prosperous society and also an important period in China's process of reform and development. We must seize the opportunities firmly, meet various challenges, and strive to create new situations in the construction of the socialist economic system, political system, cultural construction, and social system. Under the leadership of the Central Committee of the Party with Comrade Hu Jintao as General Secretary, we must rally our spirits, work solidly, forge ahead with determination, and pioneer innovation to strive for the realization of the 11th Five-Year Plan for National Economic and Social Development.
