To enable the Chinese nation to stand out among all ethnic groups in this new competitive era, apart from relying on the correct leadership of the Communist Party of China and the united struggle of the Chinese people, it is essential to depend on the high quality and competence of Chinese Party and government cadres directly engaged in social management. In this context, the Central Party School, as the main advanced training and training base for the further education of Chinese Party and government cadres, deeply feels the heavy responsibility bestowed by the times: how to adapt to the demands of the era by updating educational concepts, reforming the teaching content and methods of the Central Party School, and cultivating high-quality and competent social management talents for the new era?
At the end of the last century, shortly after the 15th National Congress of the Party, the Academic Committee of the Central Party School, based on the spirit of the 15th National Congress and a series of important directives by Comrade Jiang Zemin, meticulously planned and proposed the working idea of compiling a series of theoretical textbooks titled "Three Basics" and "Five Contemporaries." The "Three Basics" consist of "Basic Issues of Marxism-Leninism," "Basic Issues of Mao Zedong Thought," and "Basic Issues of Deng Xiaoping Theory," while the "Five Contemporaries" include "Contemporary World Technology," "Contemporary World Economy," "Contemporary World Military and China's National Defense Construction," "Contemporary World Thought," and "Contemporary World Rule of Law and China's Rule of Law Construction" (later expanded to include "Contemporary World Ethnicity and Religion"). Comrade Hu Jintao, then of the Central Party School, attached great importance to this work and issued an important directive: "Regarding the compilation of the 'Three Basics' and 'Five Contemporaries' textbooks, this is a major task and an important basic undertaking. It is imperative to strengthen leadership, organize the best talent, including absorbing external experts, enhance collaboration, and ensure the delivery of high-level results."
In March 1998, the Academic Committee of the Central Party School decided to officially establish an editorial committee headed by then Executive Vice President Zheng Bijian, marking the official launch of the compilation of the "Three Basics" and "Five Contemporaries" textbooks. After Comrade Jiang Zemin proposed the important thought of the "Three Represents," the Central Committee further clarified the direction and layout of the Party school's teaching reform, emphasizing the need to focus on learning Deng Xiaoping Theory as the core, and to build well-rounded courses in four aspects: "theoretical foundation," "global vision," "strategic thinking," and "party spirit cultivation." The "global vision" and "strategic thinking" curricula are to be addressed by focusing on the compilation of the "Five Contemporaries" textbooks. This further clarified the strategic position and significance of the "Three Basics" and "Five Contemporaries" textbooks in the overall teaching reform of the Party school.
It is evident that the compilation of this series of textbooks is closely integrated with the ongoing teaching reform practices of the Party school. It is also aligned with the implementation and refinement of the new teaching layout.
At the 16th National Congress of the Party and the Fourth Plenary Session of the 16th Central Committee, there was an emphasis on the need for the Communist Party of China to improve its governance capacity and adhere to the rule of law. This placed new demands on the knowledge and capabilities of our Party and government cadres. In the 21st century, Chinese Party and government cadres should be management talents who understand the basic spirit and principles of the laws of the world and China, possess fundamental legal knowledge, and are versed in the governance and administration under the rule of law.
The book "Contemporary World Rule of Law and China's Rule of Law Construction" was compiled to provide our Party and government cadres with this fundamental knowledge. As the basic textbook for the "Contemporary Law" course in the advanced training and training programs of the Central Party School, it is an important component of the "Three Basics" and "Five Contemporaries" textbook series.
