Features: Can international power be transferred peacefully, and how can hegemonic powers and rising powers achieve peaceful coexistence? This is considered a core issue in international relations. This issue features two articles that provide empirical analysis on this topic. Feng Yongping's article "Identity Change: The Peaceful Transfer of Power between the US and the UK" explores the reasons behind the peaceful power transition between the US and the UK. The military technology revolution revealed by the two Gulf Wars, the Kosovo War, and the Afghanistan War after the Cold War has prompted people to re-examine this issue. This issue features two articles centered around the offense-defense theory. Zou Minghao and Li Bin's article "The Impact of US Military Transformation on International Security" addresses the core question of how the US military transformation after 9/11 will change the likelihood of war breaking out in the world. Chen Changsheng's article "On the Global Historical Process and the Construction of Sovereignty" explains why sovereign states can become the basic actors in international politics. As the academic review article in this issue, Song Wei's "Is Structural Realism Individualist?" is a response to the criticisms of structural realism by moderate constructivism.
