Second, it conducts an in-depth analysis of the coordination issues between government direct regulation and indirect regulation by antitrust law during the stage of liberalization and competition introduction in China's regulated industries, proposing the policy advocacy that antitrust law should apply to all industries, except for genuine natural monopoly industries, which should be exempted on a case-by-case basis. Third, it conducts an in-depth study of the issue of buyer monopoly. For the first time, it examines the phenomenon where large buyers, such as chain supermarkets, charge various surcharges to upstream suppliers from an antitrust law perspective. It argues that if China's antitrust legislation regulates excessive pricing behavior, it would effectively transform antitrust regulation into direct price control, which contradicts the principle of antitrust legislation that protects the competitive process rather than competitors.
