Features: 2004 was the starting year for Henan Province to fully implement the "Decision of the CPC Central Committee and the State Council on Accelerating Forestry Development" (hereinafter referred to as "The Decision"), the "Implementation Opinions of the Henan Provincial Committee of the CPC and the Henan Provincial People's Government on Accelerating Forestry Development" (hereinafter referred to as "The Implementation Opinions"), and the organization and implementation of the "Green Central Plains Construction Plan." It was also the year when the Provincial Committee made the "Decision on Leading by Example in Seeking Truth and Striving for Results among Provincial-Level Leaders and Government Departments," promoting a pragmatic and results-oriented style. In line with the work arrangements of the Provincial Committee and the Provincial Government, the Party Committee of the Henan Provincial Forestry Bureau, closely combining the new trends and requirements of the current forestry reform and development, clearly proposed the annual task of "continuously strengthening work style, institutional, and spiritual civilization construction, vigorously promoting innovation in forestry systems, technology, and management, and ensuring the annual goals of resource cultivation, resource protection, and industrial development." They also incorporated the important measures of extensively conducting research and innovation in work into the annual responsibility targets of all divisions and affiliated units of the bureau, arranging and assigning 28 research topics.
Over the past year, the divisions and affiliated units of the bureau, after in-depth research, submitted 30 research reports that investigated and analyzed the current status and existing problems of forestry development in Henan Province from various perspectives, and proposed suggestions, recommendations, and countermeasures to solve these problems. These reports hold significant reference value for further improving forestry work and promoting the sustainable, rapid, and healthy development of the Green Central Plains Construction initiative. These research topics were all conducted to address the issues arising from the implementation of the "Green Central Plains Construction Plan." Therefore, it can also be said that this was a concentrated and beneficial exploration in advancing the Green Central Plains Construction initiative.
To record and showcase the research achievements of this year for the reference of relevant leaders and forestry departments at all levels, these 30 research reports have been compiled into a book titled "Exploration of Green Central Plains Construction" for publication and distribution. Research and investigation is one of the fundamental methods of government work and a basic approach to improving the level and quality of work. To further improve work style and enhance the theoretical thinking ability of all employees in the bureau, the Party Committee of the Henan Provincial Forestry Bureau requires all divisions and affiliated units to conduct at least one research and investigation activity each year, providing high-quality research reports.
