For many years, especially since China's reform and opening-up in 1978, generations of legal scholars have worked diligently here, each leading their own era, using their heart and wisdom to compose many immortal chapters that can be recorded in history. To document and promote the study of the rule of law, carry forward the legacy, and advance the cause of the rule of law, the Institute of Law of the Chinese Academy of Social Sciences has established the "China Rule of Law Forum" series. On one hand, it will republish collections of papers with significant historical value from the past two decades, such as specialized discussions that began in the late 1970s on issues like the rule of man versus the rule of law, equality before the law, drafting a new constitution, and the class nature of law, as well as specialized discussions since the early 1990s on human rights, the legal system of the market economy, the rule of law, judicial reform, WTO and Chinese law, environmental protection, the prohibition of torture, and the abolition of the death penalty. On the other hand, it will gradually compile and publish collections of papers from future academic projects and conferences with sufficient academic value and maturity. Law is the order of human rules. The rule of law is a common concept of our time. "China Rule of Law Forum" is not limited to discussing China's legal issues, nor is it solely the responsibility of scholars from the Chinese Academy of Social Sciences. We hope that this forum will become a shared space for scholars, experts,, and audiences at home and abroad to interpret the meaning of law and refine their knowledge, a lush garden where grass and flowers flourish. The book is divided into eight parts and thirty-nine chapters, providing an in-depth exploration and research on issues such as the theory and mechanisms of prohibiting torture, its history and current status, police systems, the treatment of detainees, and the remedies and rehabilitation for torture victims.
