This is a major strategic decision made by the Party Central Committee from the perspective of completing major tasks in economic and social development and consolidating the Party's ruling position and overall situation, representing a further deepening of the Party's understanding of the laws of governance and the work of combating and preventing corruption. It is a fundamental measure to prevent corruption at the source and holds extremely important significance for enhancing the Party's governance capacity and consolidating its ruling position. The issue of systems is fundamental, comprehensive, stable, and long-term. Relying on systems to combat and prevent corruption is the fundamental approach to doing a good job in the fight against corruption and the prevention of corruption. To enable cadres at all levels to study, widely promote, and firmly implement the content of system construction in the "Implementation Plan," the Regulations Office of the Central Commission for Discipline Inspection was responsible for drafting the system section of the "Implementation Plan," and the authors of this section compiled the book "Interpretation of 118 Systems in the 'Implementation Plan for Establishing a Sound System of Punishment and Prevention of Corruption with Equal Emphasis on Education, Systems, and Supervision.'" This book provides an item-by-item interpretation of the 118 systems in the "Implementation Plan" and serves as an important reference material for cadres, especially those in discipline inspection and supervision, to study and implement the "Implementation Plan."
