The first part includes four chapters: Regional Overview, Resource Zoning, Comprehensive Evaluation of Natural Resources, and Development Strategy and Countermeasures. It focuses on introducing the history of land development in Liaoning, as well as the natural, economic, and social conditions for development. It also covers the current status of resource zoning and the characteristics and development prospects of regional resources. From both static and dynamic perspectives, it provides a comprehensive evaluation of natural resources, proposing development strategies and countermeasures. The first part broadly summarizes that Liaoning has a long history of development, abundant resources, a solid socio-economic foundation, and the best investment environment. It is the northern front of China's opening-up, with vast development prospects. Under the guidance of the provincial party committee and government's "Second Entrepreneurship" strategy, Liaoning will soon become a shining pearl in China's Bohai Rim and Asia-Pacific Economic Zone in the near future.
The second part includes eleven chapters on resources such as land, water, minerals, climate, forests, grasslands, aquaculture, wildlife and plants, the ocean, and tourism, as well as the protection of natural resources. It provides a detailed introduction to the current status, resource evaluation, and development potential and prospects of various resources, highlighting land, water, minerals, the ocean, climate, and tourism based on Liaoning's resource characteristics. In particular, it dedicates a chapter to the remediation and protection of national land resources, emphasizing the synchronized development of population, resources, and the environment.
