Features: In the face of the sudden and severe COVID-19 pandemic, the Party Central Committee and the State Council firmly placed the health and safety of the people in the highest priority, taking a series of decisive measures and emphasizing the importance of using legal weapons to combat the crisis. During the occurrence and spread of the COVID-19 pandemic, it also exposed the shortcomings in China's mechanisms for handling major public health emergencies. In particular, at the early stages of the outbreak, there was a lack of unified organizational command, inefficient information channels, and inadequate emergency preparedness. On May 9, 2003, the State Council promulgated and implemented the "Emergency Regulations on Public Health Emergencies," which, together with the "Law of the People's Republic of China on the Prevention and Control of Infectious Diseases" promulgated in 1989 and other relevant laws and regulations, jointly established a legal framework system for responding to public health emergencies. The promulgation of the "Emergency Regulations on Public Health Emergencies" marked the integration of emergency response to public health crises into the legal system in China. This book provides a comprehensive analysis of the two laws and evaluates their guidance for administrative agencies and healthcare workers to handle public health emergencies in accordance with the law, while also encouraging citizens to consciously take social responsibility and enhance their legal awareness during emergency response. The analysis covers the main laws and regulations involved in emergency public health response, facilitating readers' integrated and systematic understanding. During the writing process, the book combines the review of legal principles with the analysis of social realities, as well as theoretical discussions with practical applications, to provide readers with comprehensive guidance in understanding laws and regulations and implementing legal approaches to handle public health emergencies.
