In the author's view, given the long-standing traditional mindset in China that emphasizes "substance over procedure," "power over rights," or even "the state over the parties," it is indeed necessary to propose a completely different concept that can strongly challenge Chinese people's thinking patterns and value pursuits. The author sincerely believes that accepting the procedural justice concept upheld by the British and Americans but not monopolized by them may be beneficial for China's path toward the rule of law.
