This book is organized in accordance with the requirements of the Ministry of Finance's "Five-Year Plan" for textbook development and is compiled by the Textbook Compilation and Review Committee of the Ministry of Finance, serving as a textbook for finance and economics majors in higher education institutions nationwide. The book is divided into sixteen chapters. It first introduces the basic principles of local finance and the theory of local public products. Then, it analyzes local financial expenditure and revenue, revenue-expenditure division and transfer payments in local finance, and budget management issues. It examines urban finance, county and township finance, and the financial issues of ethnic regions as important subjects of local finance. It explores the development of local financial resources, local financial balance and risk prevention, and local financial supervision. To help students better understand and grasp the dynamics of local finance development both domestically and internationally, the book also conducts comparative analyses of local finance in different countries and regions and discusses the reform and development of China's local financial system.
