Features: This book is based on the research achievements of the National Social Science Fund of China's key project "Human Resource Development and Management in China," and is the result of the joint efforts of several participating research units and relevant scholars. China is a country with extremely abundant labor resources. When studying China's human resource issues, attention is often focused on how to promote employment, and resolving the contradiction between labor supply and demand is considered the main way to improve the efficiency of human resource utilization. We initially followed this line of research, but during repeated discussions, we gradually felt that this approach could not unravel the tight knot of the problem and that a new path must be sought to find new strategies. Later, it was recognized that it is necessary to grasp the characteristics of the times to find a way forward for China. The arrival of the knowledge economy era means that the speed of economic development and social progress is far faster than before, and it also means that the impact of differences in laborer quality on social production is becoming increasingly significant. An advanced engineer and an illiterate laborer, although indispensable to each other from the perspective of social division of labor, both contribute to society, it must be admitted that their contributions differ greatly. Especially in some modern economic industries, certain production activities, and economic operations, it is impossible for people with low knowledge levels to handle them. That is to say, the development of the modern economy requires high-quality talents, especially in the new industries of the knowledge economy era, labor is impossible without knowledge. However, past writings, including those in political economy, have more or less treated China's vast labor resources as homogeneous and identical, rarely analyzing the objective quality differences, while in fact, China has an abundance of low-quality personnel, and high-quality talents urgently needed in the new economy era are in very short supply. As a result, the research team gradually clarified that the key to China's human resource strategy is to improve people's quality and make good use of high-quality talents. To reflect this shift in thinking, we changed the original project title "Research on Human Resource Development and Management" to "Strategies for Human Capital Development and Management in the New Economy Era." The content of the research was also adjusted and supplemented accordingly based on the new title, with some chapters not found in typical human resource management or labor economics books. This book is the result of collective wisdom and collaborative research.
