It also provides specific and clear regulations on the responsibilities of and relevant departments in blood donation work, the rights and obligations of eligible and healthy citizens, the responsibilities of blood collection institutions and medical institutions in blood collection and supply work, and penalties for illegal blood collection and use. According to the "Blood Donation Law," the law will come into effect on October 1, 1998. The promulgation and implementation of the "Blood Donation Law" will undoubtedly play a very positive role in further strengthening blood management, improving the quality of clinical blood use, and safeguarding the health of blood donors and recipients. To help everyone better study, promote, and implement the "Blood Donation Law," the Legal Affairs Commission of the Standing Committee of the National People's Congress, the General Office of the State Council, and the Ministry of Health, along with some legislative participants in the drafting of the "Blood Donation Law," organized the compilation of this "Legal Interpretations of the People's Republic of China Blood Donation Law."
