1. This "Regulations Collection" is edited by the China Securities Regulatory Commission.
2. Except for the combined volumes in 1992 and 1993, the "Regulations Collection" was published annually from 1994 to 2002 by the Legal Press. To facilitate readers in staying updated with securities and futures regulations, the China Securities Regulatory Commission decided to publish the "Regulations Collection" biannually starting in 2003, with the first volume covering regulations issued from January to June of each year and the second volume covering regulations issued from July to December. This issue is the 2003 First Volume of the "Regulations Collection."
3. This issue of the "Regulations Collection" includes a total of 45 regulations. Among them, 6 are administrative regulations and regulatory documents formulated and issued by the State Council, 25 are departmental rules and regulatory documents formulated and issued by the China Securities Regulatory Commission, 11 are relevant departmental rules and regulatory documents formulated and issued by other ministries and commissions, and 3 are relevant judicial interpretations formulated and issued by the Supreme People's Court.
4. This issue of the "Regulations Collection" is organized in the following order:
1. Administrative regulations and regulatory documents;
2. Departmental rules and regulatory documents formulated and issued by the China Securities Regulatory Commission.
The second category is further organized by securities, funds, and futures, with the securities section subdivided into comprehensive, market, institutional, listed companies, and information disclosure norm categories, all arranged in chronological order of promulgation.
5. To assist readers in correctly using relevant documents, this issue of the "Regulations Collection" also includes a directory of departmental rules and regulatory documents explicitly revoked by the China Securities Regulatory Commission in the first half of 2003.
