Since the main target audience of this book is civil servants working in grassroots national organs, the writing strives for simplicity and clarity. At the same time, as it is a book designed to help readers master knowledge, it highlights key points while paying attention to enriching the content as much as possible, enabling readers to expand their knowledge after reading.
