It shall come into force on September 1, 1996. The Order of the President of the People's Republic of China (No. 7) "The Higher Education Law of the People's Republic of China" was passed by the 4th Session of the Standing Committee of the 9th National People's Congress of the People's Republic of China on August 29, 1998, and is hereby promulgated. It shall come into force on January 1, 1999.
