Features: With the continuous deepening of China's reform and opening-up and the rapid development of foreign economic and trade undertakings, China's new legal system and management system for foreign economic and trade are being gradually established and improved, taking the entry into the WTO as an opportunity. Since the second half of 1999, under the leadership of the Party Central Committee and the State Council, in accordance with the needs of the development process of reform and opening-up and to prepare legal measures for joining the World Trade Organization, relevant departments have conducted a comprehensive review of laws, regulations, rules, and policy measures related to the management of foreign economic and trade. On the basis of the review, revisions, retention, and abolition have been carried out, and some new laws and regulations have been formulated to ensure that the laws, regulations, and measures related to foreign economic and trade comply with WTO agreements and China's commitments. To facilitate personnel engaged in foreign economic and trade work and foreign-related economic legal work to understand and master the latest developments in the construction of the foreign economic and trade legal system, and to promote the development of China's foreign economic and trade undertakings, the Department of Treaty and Law of the Ministry has organized the editing and publication of the New Edition of Laws, Regulations, and Rules of the People's Republic of China on Foreign Economic and Trade (hereinafter referred to as the New Edition). The content of the New Edition covers multiple aspects, including foreign trade, foreign investment, international economic cooperation, intellectual property, customs, quality inspection and quarantine, finance, foreign exchange, and taxation, reflecting in a comprehensive manner the latest achievements in the construction of China's foreign economic and trade legal system. The New Edition is published in parts. The published parts mainly include laws, regulations, and departmental rules on foreign economic and trade revised and formulated from 2000 to February 2002, as well as other regulatory documents related to foreign economic and trade business. The appendix also specially includes the Catalog of Abolished Rules and Regulatory Documents of the Ministry of Foreign Trade and Economic Cooperation (the first three batches). This part (the second part) mainly includes laws, regulations, and departmental rules on foreign economic and trade revised and formulated from 1980 to 2000, as well as other regulatory documents related to foreign economic and trade business. The appendix also specially includes the Catalog of Abolished Rules and Regulatory Documents of the Ministry of Foreign Trade and Economic Cooperation (the fourth batch). The New Edition is highly practical and can serve as both a reference book for foreign economic and trade business and legal practice, and a reference book for research, teaching, and training.
