Features: Since the founding of the People's Republic of China, the Party and the State have attached great importance to scientific and technological progress. Especially since the reform and opening-up, a large number of laws, regulations, and policy documents promoting scientific and technological advancement have been successively promulgated and implemented, gradually forming a relatively complete legal system for science and technology. As the basis for carrying out various scientific and technological activities, science and technology laws, regulations, and policies have guided and promoted the continuous development of China's scientific and technological work, enabling science and technology to play an important role in the socialist modernization construction of the country. In line with the requirements of governing according to law and adapting to the needs of joining the WTO, the Ministry of Science and Technology has, in recent years, conducted a review of relevant rules and policy documents in accordance with the unified arrangements of the State Council and carried out "establishment, revision, and abolition" work in a timely manner. To enable all sectors of society to have a more systematic and comprehensive understanding of science and technology policies and laws, and to vigorously promote the implementation of science and technology policies and laws, the Department of Policy, Laws, Regulations, and System Reform, Ministry of Science and Technology, has organized the compilation of this "Selected Collection of Chinese Science and Technology Laws, Regulations, and Policies." This book includes 14 parts: General, Science and Technology System Reform, Science and Technology Plans, Funds and Finance, Taxes, Conditions and Standards, Rural and Social Development, High-Tech Industries, Science and Technology Institutions and Intermediate Services, Intellectual Property and Technological Achievements, Science and Technology Awards, Science and Technology Popularization, International Cooperation, and Others. It selects nearly 195 effective laws, regulations, rules, and policy documents related to promoting scientific and technological progress issued by the National People's Congress, the State Council, the Ministry of Science and Technology, and other relevant departments before March 1, 2003, over the past nearly 20 years. At the same time, to provide readers with a comprehensive overview of science and technology laws and regulations for easy reference, 15 policy and regulation titles are included as a "Reference Index" and appended to the relevant indexes of the book. Any omissions or errors in this collection are sincerely welcome to be pointed out by the readers.
