Features: In China, "administrative compulsion" refers to the combination of "administrative compulsory measures" and "administrative enforcement." It refers to the actions taken by national administrative organs to maintain and implement the order of administrative management, prevent and stop the occurrence and existence of socially harmful events and illegal acts, in accordance with laws and regulations, by constraining and disposing of the physical person, behavior, and property of specific citizens, legal persons, or other organizations. Under the condition that the parties refuse to fulfill an effective specific administrative act, national administrative organs or courts, in accordance with laws, may use relevant compulsory measures to force the parties to fulfill their obligations or achieve a state equivalent to fulfilling their obligations. "Administrative compulsion" is both an act, a system, and a theory. Compared to foreign countries, our research on administrative compulsion is relatively lagging. However, it is encouraging that the Chinese legislative body has included the drafting of the "Administrative Compulsion Law of the People's Republic of China" on the agenda. This legislative plan has significantly advanced the research on the system and theory of administrative compulsion in China. This book is our preliminary research on "administrative compulsion." We hope it will contribute to the research on the system and theory of administrative compulsion in China and the legislative process of administrative compulsion in China.
