Features: The "Budget Law of the People's Republic of China" was adopted by the Second Session of the Eighth National People's Congress of the People's Republic of China on March 22, 1994, and is hereby promulgated, coming into effect on January 1, 1995. The "Implementation Rules of the Budget Law of the People's Republic of China" were adopted by the State Council on November 2, 1995, and promulgated by the State Council on November 22, 1995. This Rule consists of eight chapters: General Provisions, Scope of Budgetary Revenue and Expenditure, Budget Preparation, Budget Execution, Budget Adjustment, Final Accounts, Supervision, and Supplementary Provisions.
