Excerpt: 1. What is Party conduct? Party conduct refers to the style of a political party and its members in politics, ideology, work, and daily life. The Communist Party has formed a set of excellent Marxist-style conduct through long-term revolutionary struggles. The basic points are: seeking truth from facts, linking theory with practice; closely connecting with the masses; earnestly carrying out criticism and self-criticism; serving the people wholeheartedly; and being modest, prudent, and hardworking, etc. These are the distinctive signs that set our Party apart from any other party and are also an important guarantee for our Party's continuous growth and victory.
2. How did Party conduct form and develop? Our Party has always attached great importance to building Party conduct. As early as the founding period of the Party, the older generation of proletarian revolutionaries like Mao Zedong began to advocate adopting an analytical attitude toward all things, conducting in-depth practical investigations and research, and applying theory to solve the practical problems of China's revolution. During the Second Revolutionary War, Mao Zedong, addressing some ideological issues within the Party and the Red Army, proposed that the entire Party correct and criticize incorrect ideological and behavioral tendencies, opposing dogmatism, subjectivism, and individualism. Later, in "On Contradiction" and "On Practice," he comprehensively and systematically elaborated on the relationship between theory and practice, knowledge and action, further laying a theoretical foundation for establishing the Party's Marxist conduct. By the time of the War of Resistance against Japanese Aggression, especially during the Yan'an Rectification Campaign, the Party's conduct reached perfection. In the political report to the Party's Seventh National Congress, Mao Zedong pointed out: "The Communist Party of China armed with Marxist-Leninist theoretical thought has produced a new working style among the working class in China. This mainly consists of a style that combines theory with practice, closely connects with the masses, and engages in self-criticism." These are the three styles of the Party, which are also the Party's conduct. Later, Party conduct continued to develop. Before and after the founding of the People's Republic of China, our Party also raised the issues of preventing arrogance and self-satisfaction and guarding against the erosion of bourgeois ideology. At the 8th National Congress of the Party, it was pointed out that "the Party must constantly combat subjectivism, bureaucracy, and sectarianism, and remain constantly vigilant against the dangers of detaching from reality and the masses." Later, it was proposed to oppose the idea of privilege and to fight against the "official mentality," providing correct guidance and basis for maintaining excellent Party conduct after the Party came to power. After the Third Plenary Session of the 11th Central Committee, the Central Committee, based on Marxist-Leninist theory of Party building and the lessons learned from the Party's governance, put forward new conclusions on the issue of Party conduct. Comrade Deng Xiaoping pointed out at the central work conference in December 1978 that it was necessary to "effectively improve Party conduct." Later, he also proposed that "to promote the progress of social conduct, it is first necessary to improve Party conduct, especially requiring Party leaders at all levels to set an example. The Party is the model for the entire society, and Party leaders at all levels are the models for the entire Party." Comrade Chen Yun also pointed out in November 1980 that "the issue of Party conduct for a governing Party is related to the life and death of the Party. Therefore, the issue of Party conduct must be addressed urgently and forever." The 6th Plenary Session of the 12th Central Committee also pointed out that "the issue of Party conduct is related to the life and death of the Party. As the Party leading the national government, Party cadres must serve the people wholeheartedly or act like officials who rule like lords, seek personal gain through power, and act arrogantly above the people. This has become a particularly important issue in the construction of Party conduct." In the political report to the 15th National Congress of the Party, Comrade Jiang Zemin also pointed out that "opposing corruption is a serious political struggle related to the life and death of the Party and the state. Our Party cannot be crushed or defeated by any enemy. Fortresses are most easily breached from within; we must not destroy ourselves. If corruption is not effectively punished, the Party will lose the trust and support of the people. We must oppose corruption throughout the entire process of reform and opening up, and keep the warning bell ringing." These new conclusions hold great theoretical and practical significance for strengthening our Party's integrity and discipline construction, enhancing the Party's combat effectiveness, and promoting the progress of building socialism with Chinese characteristics.
