Features: The relaxation of regulation in Western countries and the reluctant choice of abolishing directive plans in socialist countries objectively reveal the passivity and limitations of coercive administrative actions as government governance tools. Exploring and practicing new and effective governance methods, including administrative rewards, is a universally encountered institutional issue for countries worldwide in enriching government management tools and improving government management levels. This book aims to analyze and elaborate on important theoretical and practical issues in administrative rewards, attempt to gain regular insights into the correct understanding and effective implementation of administrative rewards, and thereby examine existing problems in China's administrative reward practices, propose suggestions for improving China's administrative reward system, and enable administrative rewards, along with other administrative actions, to jointly shoulder the historical mission of achieving administrative goals, promoting economic development, and advancing social progress.
Chapter 1, Administrative Rewards: A Basic Category of Administrative Law. This chapter redefines the category of administrative rewards after reviewing and reflecting on the existing problems of the current concept of administrative rewards, making the concept of administrative rewards more aligned with real-life social conditions and more conducive to analyzing and researching issues. On this basis, this chapter further explores and analyzes major theoretical issues such as the nature, classification, and functions of administrative rewards.
Chapter 2, The Theoretical Basis of Administrative Rewards. This chapter defends the justification for the existence of administrative rewards from a theoretical perspective, analyzing and arguing the main factors supporting the existence of administrative rewards, namely the rise of non-coercive administrative actions, the emergence of incentives in the field of administrative law, the application of game theory in administrative law, and the scientificity and effectiveness of the internal operating mechanism of administrative rewards.
Chapter 3, Case Studies of Typical Administrative Rewards. This chapter takes tax incentives and science and technology awards as examples to examine the practical application of administrative rewards.
Chapter 4, The Institutionalized Research of Administrative Rewards. This chapter summarizes and analyzes the existing institutional flaws of administrative rewards, and based on the principles of administrative legal governance, conducts institutionalized research on administrative rewards from aspects such as the allocation of rights and obligations, principles, procedures, and remedies.
