Features: To implement the "Environmental Protection Law of the People's Republic of China," "Law of the People's Republic of China on the Prevention and Control of Water Pollution," "Law of the People's Republic of China on the Protection of the Marine Environment," "Law of the People's Republic of China on the Prevention and Control of Air Pollution," and "Law of the People's Republic of China on the Prevention and Control of Solid Waste Pollution," to promote the construction and management of urban sewage treatment plants, strengthen the emission control of pollutants from urban sewage treatment plants, and enhance the reuse of sewage resources, in order to safeguard human health and maintain a sound ecological environment. In line with the "Technical Policy for Urban Sewage Treatment and Prevention of Pollution in China," this standard has been formulated. This standard specifies the control items and standard values of pollutants in the effluent, waste gas, and sludge of urban sewage treatment plants. From the date of implementation, urban sewage treatment plants shall uniformly comply with this standard for the discharge of water pollutants, air pollutants, and sludge control. Industrial wastewater and hospital wastewater discharged into urban sewage treatment plants shall meet the corresponding limit values specified in GB8978 "Comprehensive Discharge Standard for Sewage," national discharge standards for relevant industries, local discharge standards, and local total control requirements. This is the first issuance of this standard. The "Technology and Standard Department of the State Environmental Protection Administration" proposed this standard. The "Beijing Institute of Environmental Science" and the "Chinese Research Academy of Environmental Sciences" were responsible for drafting this standard. The "State Environmental Protection Administration" approved this standard on December 2, 2002. The "State Environmental Protection Administration" is responsible for interpreting this standard.
