Features: According to the Environmental Protection Law of the People's Republic of China and the Air Pollution Prevention Law of the People's Republic of China, this standard is formulated to protect the environment and prevent the pollution caused by the exhaust emissions of vehicles equipped with compression-ignition and gas-fueled spark-ignition engines. This standard has been revised to adopt the revised version of the European Directive 88/77/EEC on the coordination of the measures to be taken by the Member States to combat pollution from emissions from motor vehicle diesel engines and the subsequent revised version 1999/96/EC on the coordination of the measures to be taken by the Member States to combat pollution from emissions from motor vehicle compression-ignition engines and from gaseous emissions from motor vehicle spark-ignition engines using natural gas or liquefied petroleum gas, as well as the relevant technical content of the revised version 2001/27/EC on the coordination of the measures to be taken by the Member States to combat pollution from emissions from motor vehicle compression-ignition engines and from gaseous emissions from motor vehicle spark-ignition engines using natural gas or liquefied petroleum gas. This standard specifies the emission limits and test methods for gaseous and particulate pollutants emitted by vehicles equipped with compression-ignition engines and their compression-ignition engines during the III, IV, and V stages, as well as the emission limits and measurement methods for gaseous pollutants emitted by vehicles equipped with spark-ignition engines using natural gas or liquefied petroleum gas and their spark-ignition engines. This standard is a revision of GB 17691—2001, and the main changes compared to GB 19694—2001 are as follows:

- Tightened emission limits for exhaust pollutants;
- Added emission limits and measurement methods for gaseous pollutants from vehicles equipped with spark-ignition engines using natural gas or liquefied petroleum gas and their spark-ignition engines;
- Changed the measurement methods, with test conditions consisting of ESC, ELR, and ETC conditions. Different test conditions are applied for different vehicle types or control stages;
- From the IV stage onward, added requirements for on-board diagnostic systems or on-board measurement systems;
- From the IV stage onward, added durability requirements for emission control devices;
- From the IV stage onward, added compliance requirements for in-service vehicles;
- Added type approval procedures for new engines and new vehicles;
- Improved production consistency checks and their determination methods.
The appendices A, B, C, D, E, F, and G of this standard are normative appendices, while appendix H is informative. This standard proposes preliminary requirements for the IV and V stages. The implementation of the IV and V stage standards of this standard will be reconfirmed 12 months in advance, and the relevant content will be supplemented and revised as necessary. Specific requirements and test specifications for the durability of emission control devices will be released in a timely manner.
This standard replaces the following standards upon implementation:
GB 17691—2001: Emission Limits and Measurement Methods for Exhaust Pollutants from Motor Vehicle Compression-Ignition Engines
GB 14762—2002: Emission Limits and Measurement Methods for Exhaust Pollutants from Motor Vehicle Spark-Ignition Engines and Vehicles Equipped with Spark-Ignition Engines, Part for Gas-Fueled Spark-Ignition Engines
In accordance with relevant laws and regulations, this standard has mandatory enforceability.
