Legislative Research on Security Technology, Safeguarding, and Alarm Services

Features: This book is the final outcome of the research project "Research on Management Norms of Security Technology Alarm Service Industry" sponsored by the Ministry of Public Security in 2003. Since the project was established to provide theoretical support for the legislation of the Ministry of Public Security on the security technology alarm service industry, we adopted a multi-topic approach in the implementation of the project. First, to ensure the legislative process had a solid empirical foundation, we actively absorbed local legislative and practical experiences by conducting research on the current development status and existing issues of the security technology alarm service industry in Jinan City, Shandong Province, and Shenzhen City, Guangdong Province. This resulted in two research reports, which constitute the third section titled "Research Reports." In fact, we also conducted research on Beijing, but it did not result in a separate research report. Second, we divided several difficult issues involved in the security alarm legislation into several sub-topics for separate research, forming thematic reports. At the same time, we conducted comprehensive research and analysis on the overall legislative issues, creating a research framework that combines "point" and "plane" studies. These contents constitute the second section titled "Research Reports." Third, to broaden the legislative perspective, with the active support of the International Affairs Office of the People's University of China, we applied for the "Intelligent Project" of the National Administration of Foreign Experts and organized the "Legislative Forum for the Security Alarm Service Industry." We invited security experts from Japan, the United Kingdom, and Singapore to introduce the security legislation situations and experiences of their respective countries. Prior to this, Mr. Katsutoshi Kato, the Overseas Business Division Manager of SECOM Company, Japan, gave an excellent speech on the international security industry at the Hailar Conference at the invitation of the Science and Technology Bureau of the Ministry of Public Security. During the legislative process, Ms. Yoko Sato, a Japanese expert, provided a detailed introduction to the Security Industry Law of Japan for the research team. These materials have been compiled into the fourth section titled "Foreign Security Legislation Research." It can be said that the security industries of Japan, the United Kingdom, and Singapore represent three relatively typical different models of security legislation and management in the world, among which Japan's experience is particularly worthy of our attention and reference.
Finally, the ultimate outcome of the project should be the proposal of a legislative draft, along with its corresponding line-by-line explanations and legislative explanations. This constitutes the fifth section titled "Legislative Draft and Explanations." After multiple rounds of soliciting opinions, we have formulated a legislative draft, which has now been submitted to the Legal Affairs Bureau of the Ministry of Public Security for review. After approval, it will be prepared for deliberation by the Ministerial Office Meeting of the Ministry of Public Security. According to our plan, if the Ministerial Office Meeting approves it in principle, after revision, it is expected to be submitted to the Legal Affairs Office of the State Council for deliberation in 2005, aiming to pass it as soon as possible.
