1. While strengthening public security management, the General Provisions of this Law further stipulate the content of regulating the actions of public security organs and their people in enforcing the law. On August 28, 2005, the 17th session of the Standing Committee of the 10th National People's Congress passed the "Criminal Law of the People's Republic of China on Public Security Administration and Punishments." This law is of great significance for maintaining public security order, ensuring public safety, protecting the legitimate rights and interests of citizens, legal persons, and other organizations, and standardizing and safeguarding the law enforcement duties of public security organs and their people in public security management.
To facilitate the study, publicity, and implementation of the Criminal Law of the People's Republic of China on Public Security Administration and Punishments, and to help a broad readership understand and master the content of this law, the comrades of the Criminal Law Office of the Legal Affairs Commission of the Standing Committee of the National People's Congress, who directly participated in the legislative work, jointly compiled the book "Interpretation and Practical Guide to the Criminal Law of the People's Republic of China on Public Security Administration and Punishments."
