Features: The concept of government used in this book refers to a broad concept that includes the Communist Party of China organization. As for the narrow concept of government, the book will refer to it as the administration and administrative departments. In the context of Party-Government relations, the concept of government is distinct from both the broad and narrow concepts of government. It refers to the part of the broad government concept excluding the Party organization. The object of study in this book is the local governments at the provincial, municipal, and county levels, with a particular focus on municipal governments. Starting from the role of local government performance evaluation, the book analyzes the current status of local government performance evaluation and proposes the goal orientation of local government performance evaluation during the transition period. It also explores the construction of the local government performance evaluation system.
